Warrick County Commissioner - District 1

Charles Christmas (R), Warrick County Treasurer

1. What are your top 3 priorities as a candidate for office?

Bring businesses to Boonville and Northern Warrick Industrial parks

Improve drainage

Improve infrastructure throughout the county

2. With the ongoing discussions of budget shortfalls, how can municipalities ensure efficient and cost-effective measures at the local level?  To alleviate taxpayer burden and streamline leadership, would you be in favor of unifying local units of government?

We could unify some of the local government unit, but in Warrick County the towns are spread too far apart.

3. As economic development becomes increasingly competitive on the regional and state level, how best can our local leaders assist in the attraction of new business and retention and expansion of local companies?

By all counties working together as one unit.

As a follow-up, do you support continued financial support of the regional Economic Development Coalition of Southwest Indiana?

Yes, I would support financial assistance.

4. In 2007, the bi-partisan Kernan-Shepard Commission made numerous recommendations to reform and restructure local government in Indiana, such as creation of a single county executive and legislative body, as well as transferring the responsibilities of townships to the county level.  Do you support implementation of these recommendations?

I am not in favor of the single county executive and legislative body. This gives too much power in the hands of one person. I do think that some of the township responsibilities could be transferred to the county level.

5. As a municipal leader, how do you view your role in handling issues of regional importance to Southwest Indiana?

In the office of commissioner, one would have show leadership by using his experience and education to work with ALL of the area governmental group to further the growth of the entire area.

 1. What are your top three priorities as a candidate for office?

My top priority would be to work hard on getting new business to locate in Warrick county, and if circumstances do not permit at the time, perhaps in another area of southwestern Indiana. An additional priority would be communication between government entities and an open line of communication with the County Council. The final one would be honesty with other government employees. I've seen numerous times when an officeholder would express one view and then implement another.

2. With the ongoing discussions of budget shortfalls, how can municipalities ensure efficient and cost-effective measures at the local level?  To alleviate taxpayer burden and streamline leadership, would you be in favor of unifying local units of government?

As commissioner, I would need to take an extensive look at every department to see what could be done to increase that department's efficiency. As far as unifying government, I would demonstrate an open mind toward examining the proposal to determine its feasibility.

3. As economic development becomes increasingly competitive on the regional and state level, how best can our local leaders assist in the attraction of new business and retention and expansion of local companies?

We need to work together as much as possible by supporting the Economic Development Coalition of Southwestern Indiana.

As a follow-up, do you support continued financial support of the regional Economic Development Coalition of Southwest Indiana?

Since being on the County Council, I have voted to financially support the Coalition from its inception.

4. In 2007, the bi-partisan Kernan-Shepard Commission made numerous recommendations to reform and restructure local government in Indiana, such as creation of a single county executive and legislative body, as well as transferring the responsibilities of townships to the county level.  Do you support implementation of these recommendations?

I agree with some of the recommendations, such as transferring responsibility to county government, but I would need to examine the single county executive idea to be assured that an individual would not be granted excessive control. A solid foundation of checks and balances would need to be established to maintain an honest and ethical.

5. As a municipal leader, how do you view your role in handling issues of regional importance to Southwest Indiana?

As a Warrick County Commissioner, I would want to be in touch with commissioners from our neighboring counties and work together on what is best not only for Warrick County, but all of southwestern Indiana.
